scene 13: Flanagan talks to Detective Waters
Scene Highlights:
- Flanagan and Detective Graham meet to talk about the involvement of Detective Conklin in the death of Detective Lewis.
- Flanagan convinces Graham to ignore evidence found in the case and to not persecute Lewis. He bribes Graham with a position for the DA and he uses Graham's brothers file to persuade him to convict Conklin.
